Results of First Call for Proposals under the Czech Industry Incentive Scheme

In autumn 2009 the European Space Agency, ESA  has recommended 16 activities out of 54 for implementation under the Czech Industry Incentive Scheme. Czech companies, research institutions and universities, which consequently signed a contract with ESA, will thus start projects from application areas as Ground Segment, Earth Observation, Navigation nd, in most cases, Generic technologies. Future contractors of five recommended projects are from academia sector, whereas the remaining eleven are from industry - private companies.

The main purpose and objective of Czech Industry Incentive Scheme is to increase competitiveness of czech entities and to help them to increase their potential to cooperate on ESA projects and as a consequence to rise the czech participation in mandatory and optional ESA programmes. After the ESA project´s recommendation, which was done in accordance with the Agency´s rules and procedures, ESA-Czech Task Force approved for implementation all suggested projects when some additional requirements in couple of cases would be met.

A yearly amount of about 2,5 mil. € representing 45 % of the Czech Republic's contribution to the Agency's mandatory activities shall be used by the Agency, in accordance with the Agency's rules and procedures, to finance activities aimed at adapting the Czech Republic's industry, operators, scientific community and other actors to the Agency's requirements, including training, educational and demonstration activities. Up to now (mid-January 2010), 14 contracts have been signed between ESA and czech entities, which proposed high-quality projects in line with requirements of first Call of proposals under the Czech Industry Incentive Scheme.

The companies, research institutions and universities, whose projects were recommended for implementation by ESA, are the following: AVX Czech Republic, Iguassu Software Systems, Evolving Systems Consulting, CSRC, Gisat, ANF DATA, BBT-Materials processing, ProjectSoft HK, L. K. Engineering, Frentech Aerospace, Institute of Atmospheric Physics AS CR, Institute of Experimental and Applied Physics of Czech Technical University and Astronomical Institute of AS CR. The subject of First Call for Proposals under the Czech Industry and Incentive Scheme was exclusively for:

a)  Flight Hardware activities with  preference for those related to platform technologies and sensors  or to generic technologies with potential for re-use (up to 1 M€),

b)  Research and development activities (including feasibility studies) leading to products (hardware or software), ervices, technology demonstrations or to generic technologies with potential for re-use (up to 200 K€),

c)  preparatory activities (e.g. studies, user requirements or market surveys) to support Czech competitiveness in ESA programmes (optional and mandatory) that Czech Republic subscribes (up to 10 K€).
 
To prepare for the Call and for ESA procurement a course on writing good ESA proposals took place in Prague from 24-26 February 2009. Invitation to Tender was issued on 16th March 2009. The tendering phase closed on the 15th May 2009. A briefing to Czech entities was carried out in Prague on the 20th March 2009 in the premises of Ministry of Education, Youth and Sports of the Czech Republic.

Second Call under the Czech Incentive Scheme is anticipated for autumn 2010.
